Cobrief can notify you about all competitions that are published on TED (Tenders Electronic Daily) in Norway, Sweden and Denmark. We are also linked on the databases for public procurement, Udbud in Denmark and Doffin in Norway. It involves all competitions from public buyers above the threshold value of 1.3 MNOK, as well as all competitions voluntarily announced at Doffin for values below 1.3 MNOK.
Private contests that you receive e.g. directly by e-mail can also be entered directly into Cobrief to collect all procurement processes.
No. It is clearly stipulated in the Norwegian Public Procurement Act that the basis for competition shall be available free of charge, directly and electronically, and that the tools used shall not restrict the supplier's ability to participate in the competition.
Relevant excerpts from the Procurement Regulations read as follows (in Norwegian):
FOA § 14-3 (1) Oppdragsgiveren skal gi gratis, direkte og ubegrenset elektronisk tilgang til konkurransegrunnlaget. Kunngjøringen eller invitasjonen skal inneholde internettadressen der konkurransegrunnlaget er tilgjengelig.
FOA § 22-2 (1) Verktøy og løsninger som brukes til elektronisk kommunikasjon, skal være ikke-diskriminerende og alminnelig tilgjengelige og ikke begrense leverandørenes muligheter for å delta i konkurransen. De skal også kunne fungere sammen med alminnelig brukte IKT-produkter.

• The AI models used by Cobrief are never trained on customer data.

To ensure that AI is used in the best interests of our customers, we have defined five core values that we focus on every time we use AI in Cobrief.
• Privacy. We use AI models that process and store all data in Europe. The models are managed by Google Cloud Platform, and are never shipped out of Europe.
• Ownership of data. Our customers own their own data, and this data is never used to train AI models. We never share customer data with other customers, or sell it to third parties.
• Knowledge and competence. We constantly stay up to date on the latest AI technology and our customers will benefit from some of the most powerful AI models on the market.
• Reliability. Many people find that AI and language models sometimes hallucinate and give incorrect answers. At Cobrief, we ensure accuracy, verifiability and honesty in AI-generated content by always referring to the sources our AI used. This makes it possible to verify the correctness of the generated content, and to know exactly what the AI based the text on. Where we use AI-generated content, we are also clear about the inherent advantages and weaknesses.
• AI in the product. We build a product that streamlines the tendering process — with AI we can provide significantly better proposals, make better evaluations of tenders, and not least help write the offers. The AI technology is combined with an already solid technology, and should support the user, give good suggestions and save them time. The aim is to make the job of those who work on tenders even more efficient.
